Immigration and Refugee Protection Act (IRPA), Bill C-11, Chapter 27

Bill C-11 finally provided the recognition of a Canadian's same-sex partner as part of a Family unit. Previously, partners could apply only to the Minister of Immigration on 'Humanitarian and Compassionate' grounds to allow a parner to live together in Canada.

Bill C-11 is the Law as passed by the Canadian Parliament and put into force on June 28, 2002. It outlines all the requirements that must be met for all classes of immigrants to be eligible to immigrate to Canada.

Conversely, it also excludes the many who will not be able to successfuly meet all the requirements. Much of the document is devoted to refugees, inadmissibility, removal, detention, appeal, extradition, human smuggling, proceeds of crime, prosecution, offences, etc.

Immigration and Refugee Protection Procedures

This is the set of general procedures that are supplied to the Immigration Department to instruct them how to interpret the IRPA and Regulations (above). It is not necessary for you to read or understand these procedures in order to complete your application, but it will give the applicant/sponsor an idea of the mind set on the Immigration Dept. side of the process.
