and Refugee Protection Act (IRPA), Bill C-11, Chapter 27
Bill C-11 finally provided the recognition of a Canadian's same-sex partner
as part of a Family unit. Previously, partners could apply only to the Minister
of Immigration on 'Humanitarian and Compassionate' grounds to allow a parner
to live together in Canada.
Bill C-11 is the Law as passed by the Canadian Parliament and put into force
on June 28, 2002. It outlines all the requirements that must be met for all
classes of immigrants to be eligible to immigrate to Canada.
Conversely, it also excludes the many who will not be able to successfuly meet
all the requirements. Much of the document is devoted to refugees, inadmissibility,
removal, detention, appeal, extradition, human smuggling, proceeds of crime,
prosecution, offences, etc.
