Quebec, in its continuing efforts to be able to separate from Canada at the earliest moment, has forced from the Federal goverment the authority for Quebec to determine who can immigrate into Quebec directly from outside Canada. (Note: Once landed in Quebec, an immigrant may move at any time to another province. Once landed in Canada, an immigrant may move at any time to Quebec.)

In order for an immigrant to live and work in Quebec directly after landing, the immigrant is required to submit a separate application to the Provincial Government of Quebec.

Note: The evaluation criteria which will disqualify many Independent Class immigrants does NOT apply to Family Class applicants. (A Family Class applicant, who has a partner living in Quebec, is NOT required to possess any knowledge of French.)

Some of the requirements for the Independent Class between Quebec and Canada are similar but biased to screen out all those who do not at least have some written or oral capabilities in the French language. The weighted requirements on a unique Quebec qualifications score sheet will fail all Independent Class applicants who do not have a working knowledge of French, regardless of their other qualifications.

A separate Quebec application is to be applied for once an application to Canada has been initiated. Quebec have their own fee structure for processing the application.
